Is the Nvidia 446 11 driver causing EXTREME texture flickering? Modern Warfare

In Windows 7 I get horrible color bars all over the game also the massive texture flicker. In Windows 10 even with v-sync or g-sync compatibility or none at all the texture tearing makes the game unplayable. Hoping it's the driver not the RTX 2070 I'm using. Been going of for maybe 2 weeks.
