Once the Jarl decided to destroy the operation she will let you destroy it as she only gets a small amount for protecting that operation. Maven keeps her finger on the pulse of all illegal operations in Riften. Reject her help and you are gone, or if you are now a liability to her operations.

could also be that cragslane cavern is merely a distribution warehouse and the skooma as well as extra moon sugar are simply transported there for distribution within skyrim from somewhere else by boat.
