ОтветитьIt’s utterly extraordinary to think hundreds of years before 1955, Latin America lands were still documented with high murder rates. Being it were the Incas, Aztecs, Mayans, and we know what a violent past the native Americans had. Till this day, it sadly follows this traditional of their forefathers :( that’s why we all need to submit our notes to Gods Kingdom.

And I also think that it has genetic causes. Poverty and war alone cannot explain why South American countries have topped the list for decades, as the Middle East and Eastern Europe are also very poor and have had and still have many wars. Only Russia stands out, but not nearly as strong as all of South America. This is a sad record and explains the rejection of conservative Republicans in the USA to allow more immigrants from the South into the USA. If these people have this mentality, the police have a lot to do...
Colombia's homicide rate came down as a result of the democratic security policies of Alvaro Uribe Velez from 2002 to 2010..which have had an effect until recently saving hundreds of thousand Life's...however, the policies of the new leftist government of not attacking coca growing agribusiness and empowering the leftist terrorist groups, like farc dissididents and ELN, is causing the violence in neighboring Ecuador and will increase the homicide in Colombia as well...

That "something" would seem to be independent and seperate to Rule of Law and social and economic advancement as factors primarily determining relative ranking dropouts.
