Mah MBA CET 2020 | CAP Round I | Provisional Seat Allotment | Freeze or Betterment(Not Freeze)

1st round me college allot hua tha but maine not freeze option krke 2nd round kiya aur mujhe college allot hua 2nd round me...but abhi 1st round me jo allot hua tha wahi admission krni hai... kya yeh possible hai

Sir 1st cap me set mili thi pr validity nhi thi ab ab muze wo set mil Sakti hai kya

What does that mean? Given rule
(d) Candidate who have been allotted seat other than first preference and not
accepted the seat as per the instructions given in clause 9(1)(i), such candidate
shall be eligible for participation in the subsequent rounds;
Does that mean even if I don't accept the allotted and do nothing still I can apply in round 2? Please explain
