How to Improve Linux Audio & Set Sample Rate

Why can't Linux just be normal like Windows and MAC and allow this to be easy.

Hey i use solus . and the directory /etc/pulse does not exist . Should i just create a config file and directory ? or are there any new tools available as of now to get good audio ? I have a laptop with Realtek HD audio in windows (DTS audio ) . The audio quality in linux is pretty bad for me in almost every distro ive tried . What to do?
