This is the Satsui No Hado as a physical entity. It's what would happen if it ever escaped Ryu and was allowed to roam freely. It took the form of a demonic Ryu since the Satsui No Hado needed something to manifest physically into, so it chose to take the form of a demonic Ryu. Evil Ryu is within Ryu and are the same person, Kage is out of Ryu and are two different people.

Kage's metsu Shoryuken i think is a reference to when Ryu first tapped into the Satsui no Hado and almost killed Sagat.

Well... If Satsui no Hado Ryu is so strong that his shadow can even separate from his body and defeat opponents like Sagat and Akuma, then imagine how strong Ryu will be when he reaches the level of Satsui no Hado in the Oni's form.
