The movie is Mean Girls (2004)!

Context: Regina (Rachel McAdams) has a burn book filled with nasty comments about everyone at school. When she finds out that Cady (Lindsay Lohan) betrayed her, she writes a new entry into the burn book. But plot twist: She adds a photo of herself instead. She turns the book in to the principal and points out Cady is one of three girls missing from the book. Regina had put her own photo to frame Cady and make herself seem innocent.
