That flag is the civil ensign (what they use on civilian boats) and is very different from the national flag.

As a native of Tianjin, I'd say that the old Tianjin concession area is still the golden area of Tianjin, with the highest housing prices and the best living standards.

So in short you could have seen them as a extreme version of a embassy. As those can also act like as a forward base for the guests countries.

Some more info on the concessions in other cities would be interesting. Parts of Qingdao still look quite European in a strange way, and China's second largest brewery got it's start there because of the German concession

People were just people back then but they just didn't have the same moral that we do nowadays which causes some people who are often agenda motivated to over focus on one side while ignoring the crimes of the other

As well as people didn't have the same ideas about drugs as we do nowadays A lot of these drugs perfectly available in England in the Americas at the time they didn't just see drugs as oh this poison that will rob your soul they all just saw it as a simple willpower test

People were very tribalistic back then and it was seen as just you do what your tribe benefits from at the cost of other tribes but of course now it's come to the point where westerners are now the biggest advocates for human rights because they went full circle with their human developments places like even China now are still trying to catch up on since they've killed millions of their own people not just in the past but even recently

What they should've done to Austria-Hungary section is to divide it evenly amongst its sucessor states.
