Actually, I know what happened to Fugo so basically at the time Araki planned on making him betray Giorno in the others, but Araki was pretty depressed at the time and didn’t get a lot of writing done so he basically scratch that idea and made him leave but in a non-canon story Fugo comes back and works with the team again after Giorno becomes mafia boss

In part 5 Fuugo left because originally Araki planned on him being a bad guy, someone secretly working with Diovolo that would betray the rest of the group, but thanks to the headspace he was in at the time he couldn't bring himself to actually write it that way, so instead Fuugo just leaves to eventually be redeemed in purple haze feedback.

Actually Star Finger has been used 3 times. Against Captain Dragon in the Dark Blue Moon fight. And then used against Forever when he used Strength to incapacitate Jotaro's body parts except for his fingers. And then when he fought against Polnareff when he was possessed by Anubis when he broke Silver Chariot's shoulder armour.

Star Finger is not a forgotten ability it was simply not very powerful.
