You can get Skippy back after returning it to Regina. You just need to go back to her hideout after a few days and it's sitting on the counter right as you exit the elevator. As far as I can tell though it just acts like a normal smart gun but with the Skippy ai. No more modes.

This side quest is sooo annoying... Its such a great quest and there is no real good outcome to keep him. My is now where i kept him and can put him on the wall. But he hates me and the quest to return is still active.

The fact skippy has a place on you stash wall and a underlying mission is a fucking joke on cdpr part and just goes to show they have no clue what they are actually doing. 2.0 is still a MASSIVE dissapointment compared to what they promised us from the start and comes nowhere near making up for their greed and failure. aiming at the legs is not really a "non-lethal" way to take someone down.. there are massive arteries in your legs that if even grazed by a bullet means you bleed out in seconds...
