Do you really say eth 0 or not rather switch 0 - for me it worked perfectly with switch0 (standard config)

This is not how UI will configure it. The 95% is there to give headroom to other traffic. You should never tweak it to represent the full bandwidth. You should put in the correct ISP bandwidth otherwise you will get a headache with unstable up and download.

hi.. i hope you can still read this mssg of mine... i can see that you used eth0 which is your WAN. when you do this did you check if smartqueue also limit the transfer of data via intervlan? After applying this to my network. Limiting the internet works fine but after using iperf on vlan to vlan it seems its also affected. Actually without smart iperf shows 800 to 900 mbps but after applying the smartqueue our bandwidth between vlan goes down to 300 to 400 mbps. Is this normal with smartqueque? I have ER8 router. just got a 5 port router and was trying to figure out how to configure some sort of bandwidth allowance or fair access policy. I'm not sure if I am using the correct terminology, so I' will explain.

I was hoping to set up the router to implement a bandwidth limit or rule where it will impose a speed when you hot a limit.

for example, if someone downloads 100MB in an hour, they will be limited to 2 MB/s for the next hour.
