Because this one is not connected to ground power. 787s have a bleedless engine, and they are assisted by a variable starter frequency generator powered by ground power. Maybe the wire could be stuck on the back or something else but the "wooooooooooosh" sound is due to that motor going at a high speed which is pretty frickin interesting.
