I like to take Administrative Ideas with Espionage. The cheaper advisor costs is nothing to sneeze at, allowing you to upgrade them to higher tiers. And the governing capacity goes without saying.

Province specific buffs like the unrest reduction from passing the 2nd hre reform only apply to HRE provinces. There are a bunch of other bonuses that you get over time, as you pass reforms, but that is one of the ones that I can think of the top of my head.
