Common chests respawn (idk if its just for Mondstadt and Liyue), if the chest doesn't give you primos, its been opened already before, and respawned

No, a chest has respawned for me before and I’m 100% sure I claimed it twice (was the luxurious chest that is glitched and you can claim by going around the back on the cliff)
