Working through something similar that this was really timely on. Have the option to expand our current domain with international folders, or brand new domains with ccTLD. Still not sure 100% the direction we're going to go.

Dose too many redirects on various pages of site can cause indexing issues?

You also want to keep redirects indefinitely for external links eg links to a default.aspx from 1995 which I found for one major brand 18 months ago.
