You kinda missing the point of Yoruichi's combat style completely.
Zampaktou would not give her anything stronger, she maxxed out her power on a different route but it's still maxxed. Getting a zampaktou would regress her 200 years just to potentially reach the same point as now and not even more.

Okay crack theory here. The reason that Kira can move is Captain Kurotsuchi has recreated Ransotengai (as well has him being zombified) but i believe there to be meddling by Mayuri to make him more able or exert control, it would be very cool if he used research on this Quincy ability that he hadn't seen before. My only real evidence is that he kinda looks like a puppet in that scene.
