By definition a Stratum 0 device is a reference clock that relays Coordinated Universal Time and has little or no delay. A good example of a reference clock would be a GPS receiver that is installed in an NTP server with a controlled oscillator. Since this clock gets it’s time from the GPS receiver, it could be a Stratum 1 server. If the Stratum 1 clock has a Rubidium or Cesium Oscillator it can be referred to as an atomic clock. So a Stratum 1 NTP server can be an atomic clock.
