If I put in my 10 lakhs And we apply for a loan of 10 lakhs . The subsidy will be given on the project cost or loan amount.

It’s been 20 days my application is in financing process but I have not received any update till now it’s 20 days gone, I visited the bank 5 time but the manger is ignoring my application, he is either absent or not speaking to me properly. What step should I take in regard to his action? Is PMEGP loan guarantee to received by the applicant.?
