I have been wondering about many apps, vs many models?

I want to build a project with many users(medical practitioners,, which has many patients, which each would have many medical invoices. These invoice are build from a list of codes with values, and are linked to yearly intervals of tariff increases etc, reports needs to be build an so on....


These have to be sent to many funders for payments and needs to be updated electronically etc.

The question is should one use more than one app, or will one app with many models suffice?
