The way prepaid forex cards work is, you recharge/load the "foreign" currency and the forex rate and loading charges are applicable during the loading. Once the money is available in your card (say USD), and you use it abroad, there's no separate exchange rate or transaction fees, as long as you select USD as the payment currency on the POS machine.

hi can you tell how to transfer amount for initial monthly fees to USA, while you are in India and you do not have any USA account.

1, Get a forex Visa card, add not more than $500-$1000, should have travel insurance, conversion charge and withdrawal charge is applicable.
2, Carry cash in $1, $5 and $10 bills as these are commonly used. Carry upto $300.
3, Open a checkings account and not savings account, we can do that later. Also open college account to save on some additional charges. Chase Bank is recommended. Under 24 years of age, there's no monthly fee but above that age, there's a monthly fee, check with the bank to know how to wave it off.
4, Student ID, i20, passport and Visa is required for opening a bank account.
5, For loan amount transfer from India to US, use wire transfer. Make sure you know of the service charges from the banks. Start with small amount first.
