that cat needs to be allowed outside.. FAR too much energy for apartment living. Yeah, I know, dangerous for cats - and birds - being outside.. but what a difference in their life experience.

Maybe the cat is actually begging to be taken out of the apt for the outside world ( on a halter leash that's safe of course) and a good run or at least a walk. Maybe she feels cramped up. I know I would if I was stuck within 4 walls.
I could be wrong. Maybe they take her out. It would worry me that she needs to chase around and be around the walls at such a height.
