4K & 1080p video uploaded only shows in 480p 360p or 240p on YouTube

my video was shot in 4k at 60fps
and it’s been 2 hours and
it’s gone up to 480 at 60fps lol

I don't understand what should i do

Well mine are 1080p recorded and uploaded directly from my phone. It's been like 3 to 5 months and it's still 480p.

My videos I download weeks ago are only showing 240p. Doesn't gI've me any other options

I upload my clips from PS5;all of my clips usually upload to 1080p, I recently changed it so it can upload to 4K, but now my one video is 360p.
