i think the witcher 3 have poorly optimized because i can play rdr2 at 20fps with no stutter and fps drop but the witcher i played with 19fps but have a lot of stutter and fps drop

Just so you know ram doesn't make a big difference Graphics card does like:
If you have 4 gb ram and rtx 3050 you will get 200fps in gta v in max settings
