For anyone looking to ACTUALLY delete save data try this:

Go to - C:\Users\(username)\AppData\Roaming

If you can find you game listed there then go to it's folder and delete everything inside, this helped me reset a few games like Undertale back in the day.

From a steam game developer, this is straight up misinformation lol. Wouldn't suggest trying this. 99% chance the dev has enabled cloud saving, which means you can't change it by yourself either way. 1% chance it straight up bricks the game, or restarts your progress. Good luck :p

Dear Tech Tutor, Steam contains save files in a separate folder, not in the actual game installation folder. The proper file structure is Steam/userdata/*your user number*/*appid*. you can find your games' appid if you right click the game you want to reset, go to "properties", under "updates" tab, there is the appid displayed. Search your userdata/*your user number* for the appropriate appid, delete the contents, not the folder itself. Restart Steam, make sure you have the Cloud option disabled as shown in the video guide, launch the game and create new save files. After that, you can enable Cloud saves, make sure you check the game-properties-general tab and toggle cloud saves on, when Steam asks you about the cloud save conflict, choose the LOCAL file. There, game progress reset. If you want to reset achievements as well, you can use Steam Achievement Manager, USE AT YOUR OWN RISK though.
