Disabling fullscreen optimization is hands down a game changer. Words of caution: After every update you have to disable it again!

my game runs on 100 fps but only sometimes, i usually cap it to 60 so its not choppy but when i get into combat it drops to 30-40 making it annoying, i will try these optimizations tomorrow

Dude, i really think fullscreen optimizations was the problem about FPS drops. I didn't understand how LoL couldn't run stable at 120 if my pc has 8GB RAM, AMD Ryzen 5 4600H and a NVIDIA 1650 graphics card... Thanks, i really love u. The only question I have is whether Hardware Accelerated GPU is necessary, as I honestly don't know what the difference is.
Anyway, if you could make a video to optimize Genshin Impact I would be blessed by heaven!!
