Russia should be in the first place. The Mongol Empire was colonial and did not govern most of the territories in any way. Just collecting the tax. You can't call it a country. The British Empire is the same. It had many dependent territories, but it was never a single country. In Russia, everything is different. The Russian Empire was not colonial, all territories were equal, the laws were the same, the currency was the same, the language was the same, the rights and obligations and opportunities were the same.
