I don't think Kled is a full tank, he gains stacking AS every time his shield gets broken and both Noxus and Slayer give him damage bonuses. I think his optimal build will be something like Quicksilver and double Bloodthirster, then position him in such a way that he's going to get hit regularly but not focused by everyone. But it's only going to work if you go for a Slayer/ Noxus comp, otherwise he's not going to get enough damage bonuses.
