u can use this in command prompt too, just open cmd with administrator and write "wpeutil reboot"

If you can hit Ctrl alt del, you don't need that option.

Sometimes my windows explorer froze completely when I inserted my SD card reader (not sure why) and my laptop can't shut down with the usual shut down so I can see this handy.

I am not participating in Windows 11 for various reasons. Microsoft has restricted more software. You will not be able to have rights to older games and so on. Microsoft is literally spying on you in Windows 11 please help raise awareness and stay safe this is not normal behavior for Microsoft they normally let you use older Operating Systems and such something sinister is going on at Microsoft please keep cautious because they will make you use a Microsoft account in future Operating Systems I repeat this is not the Microsoft you once knew growing up.

I tried doing this because my PC froze. I was able to trugger the emergency restart but it got stuck on the restarting screen.

If the computers Frozen you wouldn't be able to do anything and that's what the reset button is for so no that's not what it's for.
Nowadays operating systems use something called EFI bios EFI bios preloads certain system files if those files are corrupt or non-responsive you need to reload that is what the emergency shutdown does it unloads the preloaded UEFI bios files and loads a new read on the next start up.
