Inkscape Tutorial | Import PDF Files into Inkscape | Free Background Graphic

I'm trying to accommodate a request. I cannot re-create this in Inkscape but I can make it available to Inkscape users by PDF. I've saved the file as PDF and you can drop that into Inkscape and edit as you need. The download file is 'Zipped" and you will need 7Zip or WinZip to unpack the file. 7Zip is free and WinZip offers a free trial. There is a good tutorial for 7Zip in the description. Do i need to download a specific program. I tried left click and drag nothing came up.
