What about Malaysia MM2H Program? It’s on the top 10 list. Health scars system is great. English is widely spoken. Not to mention the housing, foods, tourists attraction spots are amazingly affordable. People are friendly and helpful . The cost of living is much reasonable and can live a very comfortable retirement life in this gem country.

I don't understand why you put Argentina in that list. They have so high inflation and poberty is 40%. And other countries like Serbia or Greece are not too atractive.

Have friends and family in Mexico and yes it is as dangerous as they say it is. Some of the places you mentioned have their own problems, you also need to address how people will work, the healthcare system, schools, and housing availability. In Thailand Americans can not own a home or land. There are also reasons some places offer incentives to come and invest and spend your money, that is because those areas are ghost towns and impoverished.
