The reason tortuga was so safe for pirates was because it would've taken an entire navy fleet for the British to capture it, they couldn't land on the island because thousands of pirates and criminals probably wouldn't take kindly to the navy trying to capture them and even if the British tried to bombard the island they would first have to set up a blockade to stop any ships from escaping and then they would have to survive the endless bombardments from the dozens of heavily armed and well supplied pirate ships the island eventually fell because the local "government" collapsed and all the criminals started fighting each other.
