I started watching and subbed to Pants for his VOD reviews

I can explain 2 points on E no points in W. Q is far better to have maxed lvl first than E, E gives better burst but Q gives everything else(MS/clear wave/neutral/poke/dps). You pick 2 points in E early because you generally trade lvl 3 because kreb timing and a lot of champions spykes like assassins(zed/kat/fizz) you also get a lot of power from it while getting nohting from W and not much difference in Q. After lvl 3 is better to swap to Q since you want it maxed by lvl 9 and if you wanna roam you can get W anytime since you get one free point up to 9
