Timewarp is no longer available in Premiere Pro. As an alternative you can use optical flow instead. Right click on your clip in your timeline, select "speed/duration", select "time interpolation" and then select "optical flow". Depending on your footage it might give a similar effect to timewarp. Don't expect a miracle.

Time Warp has been retired for a long time now.

It looks like adobe has removed this feature in PP 2022. I cannot find this under Video Effects >Time. Any suggestions please?

Hey this Timewarp feature was removed somewhere around CS4, but somehow reappeared in the version you used in the video. It has now been removed again in 22.2. Could you please provide an updated tutorial?
