Although they speak English well, most of them aren't all that fluent. Even Jackie Chan speaks better English than some of these. The top few are good but not fluent. I'm an ESL native American teacher who values non natives who speak understandable English. These actors pretty much fit that requirement but aren't what I'd consider fluent speakers.

Your Ms Dilraba, is one of the most Powerful women in the world, except, in my opinion, her Acting Career. She's not very good at it and after witnessing many of her Dramas she appears to be in a stalemate and not improving. Sadly netizens think her acting is great solely on her beauty.
Which surprised me as this is something they do only in North America. I am surprised to see you do not have Jing Tian on your list. I've heard her in World wide interviews and her English abilities are incredible.
