7.3 Powerstroke Won't start, Lots of white smoke. Bad Glow Plugs?

This is my 2002 F250 7.3 powerstroke that I've been having some trouble starting lately. At the time of the video it was about 50* out and after sitting all night. This was the first crank of the day. It only gets worse when its colder. We put a new glow plug relay on it already, and didn't really help much. I'm thinking probably glow plugs and batteries, since I know the batteries are a little weak. What do you guys think?

Ignore the beat up tailgate, it was on the truck when I got it.
