Yes, Progetto is better. But I'm not sure about Skoda T40 being better (at its tier) than T27.
That could be because I'm training different crews on them. But the one in the T40 is better. So...

This tank should be in the tech tree not the shit tvp vtu

i really wanted to get this tank to train my tvp 50/51 crew, but since i already have progetto i will skip on this one. thanks for saving me 9k gold mate.

From different stand point this tank actually gets you ready for the tier 9,10 tanks plus it makes credits and exp. So yes it's a buy if you're going down the medium branch.
