How to Fix XInput1_4.dll is missing Error on Windows 7 While Launching game or Any Application

For any completely sane and absolutely logically sound reason this should NOT work, yet it absolutely DOES work. FFS, Micro$hit! What in the actual F!?

P.S.
Used this method to "fix" Fluffy Mod Manager, which refuses to run if there's no "xinput1_4.dll" in the manager's root folder (and it doesn't provide one).
BTW, I personally never ever used Micro$hit's $hitblows 10 and 11 thus far...do they lack "1_4" as well with their DefecateX, or is it available in those?

This will remove the error message but it still won't run the game as it needs DX12 installed.

Afterwards, I got "The application was unable to start correctly (0xc00007b). Click OK to close the application.
