why this code return [1,2,3] and not [1,2,3,4] ? Why the second line append(4) is not taken account in foo function?

def foo(a_list):
a_list=[100,200,300]
a_list.append(4)

a_list=[1,2,3]

foo(a_list)
print(a_list)

What version of python is this? My Console does not like this
