So I could open settings but it wouldn’t show any time I clicked it on the tool bar. Turns out I had somehow projected it onto a second (non existent) monitor…

Using windows key + P opens a menu and merges it back to the main monitor. I tried everything only to figure out I was stupid.

I was genuinely stumped for almost a month of on and off trying to fix it. Best of luck to anybody who also sucks with computers.

I just had the problem of not being able to open the settings menu, only a small window when moving the cursor over the icon in the taskbar. I tried all the suggested solutions but none worked but i did find the solution that has not been mentioned here. The following has worked for me after running the command and restarting the computer:
Get-AppxPackage windows.immersivecontrolpanel | Reset-AppxPackage
