In the US, people do this stuff all the time; if you are in public, there is no expectation of privacy - this includes photos of whatever you happen to be wearing in public. It can’t be stopped in the US. No expectation of privacy in public.

What's illegal about taking photos at a public beach?

As a 25YO Indian guy myself, I don't approve any instance wherein people involve in such pervert behaviour and even if he wasn't pervert - the person has no right to invade or document anyone's life without their consent.
Also, the guy pushing him was wrong - he has no right to take law in his hands if the accused is obeying the commands of lifeguards.
