Enabling, disabling, or changing billing for a billing project

I encountered error in my account my first project is not linked to my billing account and when i submit I try to add my billing account or create billing account it's appear that:

CONTACT US TO GET STARTED

"We were'nt able to establish your payment profile. To finish setting up your free trial, get up our Support team." please help

after successful payment of 2rs. getting error.

Nothing is happening after adding a billing account, the money is debited from the card and no billing account is listed under the billing section. I have followed the same process with multiple credit cards, google accounts. So far I tried payments ~12 times and money is debited every time. Now when I try from gcloud shell can see this error 'reason: UREQ_PROJECT_BILLING_NOT_FOUND' which means billing isnt enabled. Please help me I am block in my learning from past 5 days.
