Unable to Change Apple ID COUNTRY/REGION? Why and How to Fix?

My issue is I switch regions trying to download an app not in my region when I switch back half my app & App Store don’t work unless on wifi it’s not carrier lock my friend said it’s region lock how do I fix help!!! 🥲

Yeah but how do you do when you have 0.53cents in your credit but you can't use it because your card is from France and your account from Spain. I can't use my card and I have nothing to buy for 0.53cents so I'm basically stuck
