How to watch YouTube videos in another language

I followed your instructions and while watching THIS video I tried to put the CC in Russian but nothing happened. There was no closed caption whatsoever. What’s up with that?

Yeah this used to work but now on Chrome and Firefox it doesn't do it in real time but only shows the entire script translated at the end of the video in one page!
