While it was dumb that they didn't know the percentage themselves (I've learned it's 420 ppm, so I was able to guess .042%), this shouldn't be used as evidence to suggest that climate change isn't that big of a deal and we shouldn't do anything to combat it. Despite making up such a small fraction of the atmosphere, CO2's greenhouse gas effect is literally the reason why life on Earth exists, because without it, the Earth would be nothing but ice. That's how much of an impact it has, and it increasing to .04% and beyond is seriously concerning.
This is really nothing but a gotcha question, and also highlights this representative's own ignorance about the effects of CO2.

He speaks in a very respectful and persuasive way, but his argument has flaws.
First, I don’t expect my politicians to have the composition of the atmosphere memorized. I expect them to listen to scientific community that studies these things.
Second, a small percentage can have a big impact. He said himself that a reduction to 0.02% would negatively impact plant life. So why is it surprising that an increase to 0.04% has another negative impact?
From 0.03 to 0.04 is a 33% increase!

Here’s an example:
People make up about 0.01% of all living things by weight, but we are very important and have the ability to make lots of changes to the area around us.

It's a shame there is no context given here, these people are NOT climate change experts, they are not there to "defend" climate change or anything there of. These are panelists from the industries surrounding the construction of highways. They are there to defend the jobs act to build more highways/infrastructure/etc.
There is only one reason this congressman is asking them these questions, and it's for this clip right here. It's some stupid political shenanigans to get screen time and take away from important conversations that they were there to talk about.

A very quick google search will tell you the corporations they represent.

What deplorable ignorance about a basic fact allegedly related to "climate change". CO2 is required by plants for photosynthesis, the basic requirement for life on our planet. By the way, "climate change" has always existed. Climate has never been entirely stable.

" climate change" isnt caused by emissions, its caused by something called geo engineering, as well as earth has greater cycles different than seasons. Before the burning of "fossil fuels", europe was sub tropical and north america was covered in ice

For those that don't know, it's 0.042%
Before the industrial revolution it was 0.028%
That's an increase of 50%, and that's one of the main reasons why the world is getting so hot

The amount of carbon dioxide in the atmosphere? Interesting question. Too much.
When you fall in a river and you are weighed down by wet clothes and struggling to keep at the surface. A group of people arrive at the river bank with a rescue throwing line, a flotation ring and their best swimmer is a minute away. A man arrives with a question. “How deep is the water? “ They look at him dumbfounded for a moment. “What? Too deep. He is drowning”.
The man persists “How deep is the water?” They ignore him, the best swimmer arrives, enters the water with a rescue line round his waist and the rest of the team hope he is not too late.
Meanwhile a bunch of hecklers on a bridge further down stream are heard commenting. “They didn’t know how deep the water was”, “call themselves experts”, “I tricked a man who fell off a ferry with that question”, “what a dumb load of people”, “we pay for these rescue experts and they can’t answer how deep the water is”
Meanwhile the swimmer reaches the struggling man, gets a float line around his chest, the rest of the helpers on the bank start to pull…… with lungs part full of water it is going to be a close call.
What was the depth of the water. Too deep for his feet to touch the bottom.
The hecklers remain on the bridge confused by what has just happened, but pleased with themselves that none of the rescuers had a navigation chart in their back pocket to look up the answer to their question at the moment they asked it.

carbon and nitrogen are essential for plant growth. why are we still using these metrics when only 0.4 percent of our atmosphere is carbon? how about tackling pollution and synthetic nitrogen which is damaging to the environment.

CRH Americas Materials and he was representing The National Stone, Sand & Gravel Association (NSSGA). A group formed by materials manufacturers, some companies which have some of the highest emissions. He's not sitting there as a climate scientist or even activist. He's there so that he help this dufus of a congressman make a stupid point. If a drop of 0.01% in CO2 can cause plant life to start dying, isn't it reasonable to think that a 0.01% rise in CO2 will cause climate effects that can be quite disastrous?

"What % of our atmosphere is CO2" is not a well defined question. Obviously everyone knows the % of molecules. But by weight, volume, % of infrared absorption, noone can calculate this in the head.

Here is a fun fact. America produces 10 trillion tons of Co2 every Year....ooo Scary were all gonna Die. But wait the fact is we have 300 Billion trees in America and just one tree consumes 48 Pounds of Co2 a year. Lets do the Math (300 billion multiply by 48 = 14,400,000,000,000 That's 14 trillion , 400 billion pounds of Co2 consumed just by the trees alone, that does not include a single plant. Unless America plans to cut down about 20 to 30 billion trees in one year. Yeah I'm guessing just by the Facts The lies about Climate Change are in Fact LIES. I presume someone is hoping that the fact that CO2 is only 0.04% of the atmosphere somehow diminishes its impact on climate change.
Unfortunately for them, the science behind climate change proves that global warming is absolutely caused by such an apparently miniscule amount of CO2. It also proves that the recent increase in CO2 is directly responsible for the measured global temperature gains. So this video seems to be deliberately attempting to mislead.
I suggest you do some research to properly understand the situation if you are tempted to believe the inferences (and comments) in this video.

What percentage of O2 or N2 causes green house gases. Zero because it's not a green house gas. So the question is irrelevant. CO2 is about half of the green house gas effect.

Such ridiculous line of logic to use the small percentage in air as an indication of impact of carbon in the atmosphere from fossil fuels. Small numbers do not diminish relevancy. you can have a very small amount of diox. INR radiation and it could be critically damaging. the point is, you've made that in that small number. It has been raised twenty five percent by our own emissions ( .3- .4,) which runs contrary to the farmer's argument.

All planes, trains.ships,boats and transportation trucks run on fossil fuels. Most military vehicles use fossil fuels. The future Americans will only be able to take 200 to 300 mile trips and have to recharge daily. If this silly idea of removing fossil fuels is carried to its conclusion. Our military for all intents and purposes will be nothing more than a local militia. I'm sure China and Russia will be happy to buy up all the fossil fuel they can get and wait until all our ships, submarines and planes have nothing to run on.

I'm glad that LaMalfa at least acknowledges human activity has increased the amount of CO2 in the atmosphere over the past few decades. It is deeply saddening to say if we had lost .01%, plant life would begin dying off, then immediately say "why are we concerned about tiny changes".
