Setup New MAC & Restore from Time Machine Backup

i made time machine on high sierra mac but my new mac is ventura ... will time machine will downgrade my new mac back to high sierra ? thx

I had a problem with my softwarer update, so I had to reset to factory, but I used an external hard drive backup and then when it went to setup assistant, I did all simple steps then transferred and nothing happened to any of my data! Time Machine and External Harddrives are very excellent.

I'm using big sur currently and have a time machine backup of ventura. If I transfer everything does that include ventura?
