Yea if you complete 27 missions at the game you will unlock it but dont try to get in san fierro without unlocking cuz the police will chase you

You can do this with Cleo mod mark the map target to other country and drag screen down to use Cleo mod if you have and find teleport after that you get wanted because you go in other country that you don't unlocked simply use Cleo mod again and find cheats and in that click not wanted and that's all (: you need to do this again n' again if you gonna want to go other country
