Doesn't work on 2018 prproj files

Before trying your tips, my project said "this was created in a NEWER version of Premiere and cannot be opened." I followed your steps, changed the version number to "1." But now when trying to open the Premiere project, the error reads, "this was created in an EARLIER version of Premiere and cannot be opened." Do you have an idea how to get around this?
