Thats not input lag, thats render latency. If you want to test input lag you need an L-DAT.

DX12 needs to render first before it stops stuttering, go to the Item Shop after switching to it and restarting, you can see frames jumping up and down, give it 15-20 mins, you'll see the most consistent frames out of all the rendering modes and the input delay will surprise you, just make sure you didn't disable fullscreen optimizations.
