Wouldn’t another explanation for being able to change the state of matter of the water is in is the pressure you can exert on the water molecules. Theoretically, if you were able to increase or decrease the pressure via electromagnetic forces on the water molecules, could you cause it to boil or freeze? If that is possible through science, maybe that’s what water benders are capable of doing, applying more force, or pressure I should say, to the water molecules to change the state of matter.
