ESO - Partners In Crime Quest

Just did this, made it mostly undetected (71 bounty)

one of the most annoying quests ever

How do I meet her you didn't show it you skipped it

Do you have to be in a specific level or something because i Can't find her anywhere

It bothers me that all of the stuff I stole was missing from my bags after. I couldn't have saved some time.

What really bothered me about this quest... there no real ending... like... I didn't get anything for the skull.. and what happened to Quen... ugh...

i cant find quen , i talked to her in the outlaw refuge but i cant find where to meet her now
